About Us

Welcome to the Discovery Islands Affordable Housing Society, a nonprofit organization dedicated to creating sustainable and affordable housing options on Quadra Island. Our mission is to address the growing housing needs in our community by developing accessible homes for residents of all backgrounds. In addition to new developments, we are focused on improving and expanding the existing rental housing supply to ensure long-term stability and affordability for all.

As part of our commitment to supporting the local housing market, we offer free listings for both those seeking rental housing and for landlords with available rentals. By connecting renters and property owners, we aim to make the search for housing easier and more accessible for everyone.

We believe in providing transparent resources to our tenants and community members. Below, you’ll find links to the Residential Tenancy Act and answers to frequently asked questions about renting, tenant rights, and how we’re making a difference in the local housing landscape.

Our Board

Mandy Hart

Mandy is a lifelong resident of Quadra Island and the Founder and President of the Discovery Islands Affordable Housing Society. With a deep commitment to community development, Mandy has served on the boards of the Quadra Island Recreation Society and the Quadra Island Children’s Centre, and has volunteered extensively with local initiatives such as Quadra Circle, the Food Bank, Community Lunch, May Day, and the Giant Garage Sale, among others.

Her passion for community and connection extends into her personal life, where she enjoys exploring the islands’ natural beauty through foraging, swimming, and baking. Mandy’s love for Quadra Island and its residents drives her dedication to creating a more inclusive, sustainable future for all.

Valerie Barr

Val has retired after operating her landscaping business on Quadra Island for 35 years.  She has worked for many Quadra volunteer organizations including the local day-care, early days of recycling and the trail committee.  She has sat on the Boards of the Community Centre, Seniors Housing and now DIAHS.  

A strong team member, Val has helped lead two large-capital construction projects on Quadra: the expansion of the Community Centre completed in 2000 and the first units for Quadra Island Senior Housing Society completed in 2011.  To support our island as a balanced multi-generational community Val is committed to improving housing availability on Quadra.

Tina Oswald

Tina is a retired Financial Advisor and Mortgage Broker, bringing 40 years of local financial experience to her work and community. A long-time Quadra Island resident with a rich history of community involvement, Tina has contributed to shaping the island’s future, including her participation in the Official Community Plan (OCP) for the Q Cove Village Plan and the successful development of an 8-lot strata project, fondly known as “Tina Town.”

Tina remains actively engaged in local initiatives, serving as a Director of the Discovery Island Chamber of Commerce, a member of the Advisory Planning Commission (APC), and as a volunteer with both the Neighbourhood Emergency Preparedness Program (NEPP) and Emergency Social Services (ESS). She is also a shareholder and board member of the Heriot Bay Inn (HBI).

Deeply passionate about helping people achieve homeownership, Tina is dedicated to educating the community on how to grow net worth through smart investments and the effective use of available tax tools. Committed to sustainable development, Tina is focused on ensuring Quadra Island grows in a way that preserves its unique character while addressing infrastructure needs.

Rachel Segal

Rachel brings nearly 20 years of experience in operations and communications leadership to our board. She has led strategy efforts for a number of organizations, initiatives, and customers throughout her career including spending a number of years working with nonprofits of all sizes at Briteweb, a social impact creative agency. Her appreciation for Quadra as a community and home to her and her family has involved several years on the Quadra Island Children’s Centre board prior to joining DIAHS.

Pam Goijberg

Pamela has over 30 years of experience working in multi residential projects both in the planning and design stages. She has been part of the Quadra Elementary school PAC, the Quadra Recreation Society board, and is now in the Planning Advisory Committee for Area C in the SRD as well as the DIAHS board.
